Tipton City Council Meeting held March 4, 2024

CITY OF TIPTON – CITY COUNCIL MEETING – Monday, March 4, 2024

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday, March 4, 2024 at City Hall.   Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members – Ben Avery, Michael Ohnsat and Jessica Krier were present.  Council members Mark Towner and Sara Dilley were absent.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the Tuesday, February 5, 2024 meeting were reviewed and approved.

Brigit reported on utility bills. There were 2 late fees charged, 2 letters sent, and 1 full payment received. 

The sales tax receipt for February was $6390.65.  Receipts for the City for February were $17,815.37 and disbursements were $15,048.07.  The general ledger report was reviewed.   A motion to pay the bills was made by Michael Ohnsat; seconded by Ben Avery.   Motion carried.

A Solomon Valley Community Foundation Grant was awarded in the amount of $5,000.00 for the exterior work on the Community Center.  The grant award is greatly appreciated to help toward the repairs necessary on the Community Building being overseen by a Knights of Columbus committee.  Additional grants and eligibility requirements are being investigated and sought out.

Mayor Jarrod Shivers reported that the construction of the concession stand building will be delayed due to availability of the contractor.  Discussion was held regarding a representative from the city council and/or Mayor needing to be informed and included in future meetings concerning the building being funded by the Houghton Family Foundation since the City of Tipton is the owner of Block 61 and Block 48 where the building will be constructed.  Updates will be given at the next council meeting.

New covers for the barrier posts at intersections have been received and will be installed by Rod Barker, City Superintendent.  The street repair work that will be taking place was discussed.  Further information was discussed on equipment needs and the most efficient plan for completing the street project.  Rod also reported on some repairs that will be needed on city vehicles.  A colorimeter is being used for required water testing and is working very well.  He will also begin the seasonal herbicide spraying this week.       

Jessica Krier reported the Tipton Baseball program grant application was declined.  She will report next meeting on more details of the 2024 Tipton Baseball program and needs. 

The scholarship applications for the Father Norbert Dlabal/City of Tipton Scholarship were given to 2 seniors at Tipton Catholic High School. The applications are due back to the City Clerk by April 1, 2024.

Meeting date for April was discussed.  The next meeting will be held Tuesday, April 2 because of the long weekend for Easter.    

The meeting was adjourned at 8:45 pm and the next meeting will be held on Tuesday, April 2, 2024 at 7:30 pm.
