Tipton City Council Meeting Minutes August 4, 2025

CITY OF TIPTON – CITY COUNCIL MEETING – Monday, Aug. 4, 2025

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday Aug. 4, 2025 at City Hall.  Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members Sara Dilley, Jessica Krier, Mark Towner and Ben Avery.  Council member Michael Ohnsat was absent.  Also present was Vanessa Tonne.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the July 7, 2025 meeting were reviewed and approved.

There were 6 late fees on utility bills and 1 letter sent.

The sales tax receipt for July was $5,194.11.  Receipts for July were $62,034.69 and disbursements totaled $54,221.69.

The damaged transformer at the ball field was discussed.  Brigit had sent paperwork to the company that will do repairs, but Rod said that they had not come yet to pick it up.  Brigit will follow-up to check the status of the paperwork.  

The bills and receipts were reviewed and the general ledger was discussed.  The 2026 budget was provided to the Council and discussed in comparison to the general ledger report.  Budget was signed by Council Members and the Mayor.  Motion was made to approve the 2026 budget by Jessica Krier; seconded by Mark Towner; motion carried.  Brigit will take the signed budget to the County Clerk’s office for their records. Ben Avery made a motion to pay the bills; Sara Dilley seconded.  Motion carried.

The CMB license renewal for Tipton Grocery is due.  The application has been completed and signed by Brandi Shirack.  Ben Avery made a motion to approve the license; Mark Towner seconded.  Motion carried.

Mark Towner reported on the wellness grant and that he had submitted an intent to apply for the grant. The intent was denied so that grant will not be able to be applied for.   Mark stated that he will continue looking for other options given that exercise equipment is very expensive.   Discussion was held on usage of the concession building for different events and activities for a charge.  Concerns of the utility costs and responsibility for preparation and clean-up were discussed.  Currently, the building is still being worked on.  City Council will have further discussion on use of the building and guidelines needing to be established in future meetings.

Discussion on the grass area north of the concession stand was held.  Questions were raised on if pouring concrete on the north side of concession stand in place of the grass would be a better option.  Changing the location of the grill was also discussed.  Mark will visit with the Lions Club regarding their interest in providing some funds for concrete.  Rod will be spraying the rye grass that was planted temporarily and then planting a permanent better grass to replace it.

Rod dug graves for Connie Thummel Tande and Judy Adam.  Brigit reported that the Parish is notifying the area funeral homes that the charge is $300 for a casket burial and  $150 for cremains.  Rod reported that they will begin street work in August.  Jarrod reported that there will be a Back-to-School event at the park on August 22, 2025.

Meeting was adjourned at 8:45 pm.  Next meeting date is Wednesday, Sept 3 at 7:30 pm due to Labor Day on Monday and home volleyball game on Tuesday.
