Tipton City Council Meeting May 1, 2023

CITY OF TIPTON – CITY COUNCIL MEETING – Monday May 1, 2023

The regular meeting of the Tipton City Council was held at 7:30 p.m. on Monday May 1, 2023 at City Hall.   Those present were Mayor-Braden Hake, City Clerk Brigit Gasper, City Superintendent - Rod Barker, and City Council members – Jarrod Shivers, Michael Ohnsat, Mark Towner, Sara Dilley and Jessica Krier.  

Mayor Braden Hake called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the April 3, 2023 meeting were reviewed and approved.

Brigit gave an update on the utility bills. There were 3 late fees charged, 1 full payment, and 2 letters sent.  No disconnect orders were issued.

The sales tax receipt for April was $5753.39.  Highway tax received was $1170.88.

 Receipts for April  were $17,559.39 and disbursements were $38,362.09. The general ledger report was reviewed for all of the funds year to date.  

The insurance premium for the City’s policy has been reviewed with Brooke at Hometown Insurance Agency and paid.

The new refrigerator was installed at the restaurant.  Amanda Hawkins at the café  let Brigit know that the biannual hood cleaning was done.

The general ledger report was reviewed and bills and receipts were discussed.  Jessica Krier made a motion to pay the bills.  Sara Dilley seconded the motion.  Motion carried.

Brigit has been in contact with the Kansas Department of Agriculture office  that takes care of the National Flood Plain Insurance.  Tipton is not in a flood plain, but if an application for participation is submitted and a resolution is passed by the city, residents would be able to purchase flood insurance if they would ever wish to do so.  Discussion was held, and it was decided to move forward with this.  Sara made a motion to submit the application and pass Resolution 2023-1 to apply for participation in the NFIP.  Mark Towner seconded the motion.  Motion carried.

The Consumer Confidence report information for 2022 has been put on a link on the city’s website and the direct link was included on the April 15 water bill.  Verification of this sent to KDHE and additional reports were mailed out as required to other parties.  All required communication for this has been completed.

There is the possibility of a wastewater grant that will be accepting applications and Brigit and Rod will complete the application with the City’s information as to what is needed for Tipton’s system.  In addition, the KEIMS Wastewater permit needs to be renewed by September 30, 2023.  Brigit and Rod will work on getting this completed online.

Cole Jost of KMIT contacted Brigit  Thursday, April 6 to go over requirements for the workman’s compensation insurance policy.  The City was notified that is has gold status for the results that have been submitted.

The City of Tipton/Father Norbert Dlabal scholarships will be presented at the Tipton Catholic High School Graduation on May 14, 2023. Two scholarships are being given and each student will receive a total of $500.00, split between the first and second semester of college. 

Rod reported he has begun the mowing and spraying for the spring.  He has also started watering.  He has completed putting on the new tin at the bathroom in the park and installed a new toilet in the women’s bathroom.  Braden reported that the mural work will begin the end of May.    Rod also said that Utility Services will be in Tipton on Tuesday, May 30 for the water tower cleanout.  Water may be off for a short time while this is being done that day. 

Brigit reported that she has completed the required annual ARPA reporting for the grant funds received in 2021 and 2022. 

City Council positions up for election in 2023 are held by Jarrod Shivers, Jessica Krier and Mark Towner.  Filing for these positions will need to be done by June 1, 2023 at noon in order to have names on the ballot.  The current council members up for re-election have indicated that they will run again for their positions.

The meeting was adjourned at 8:15 pm and the next meeting will be held on Tuesday,  June 6, 2023 at 7:30 pm because of a home baseball game on Monday, June 5.
